The water cooled header that comes with the tuned pipe. Does this act as water injection to boost horse power?

Is it the water cooled exhaust from WHH? If so it does, but I found it hard to make sure water cooling works, but that is just me.

I'm not sure I think it prevents the O RINGS from melting maybe

The water injection used that I was thinking of is used in straight line racing to boost low end torque then gets turned off for the higher rpm. The water cooled exhaust from WHH is used to cool the exhaust and to prevent the burning up of the silicone joiner between the header and the pipe.

If you have O rings you have a water cooled exhaust flange.
